Make sure you have a manual/static ip address set, and that it's not taken by anything else on your network. I would suggest making the last number .200.

Strange, i'm using a correct ntsc u bios and still i'm getting the Error 406, which bios you were using?

Just copy your PC's network settings, and change the last number to something not used on your network, like .200 or so.

I would just remake the settings, you'll probably need to change them anyways.

I'm trying this ready pack in 2020 and it works!! 
For the solution with problem of memory card and bios

For me the problem is that the emulator is not showing the ethernet " - GiGaHeRz's DEV9 Driver 0.3.0" in the plugins the part is empty.

How do you setup pcsx2's static ip? That's the only thing that gives me problems.

In the Network Access Disc settings, or whatever you're using for setting up the network in-game. If you're using Dev9-CLR, then you should be able to set it in there as well.
